You can specify the version and capacity when you create a cluster.

You can upgrade these attributes as new versions of Consul become available or as your networking needs evolve. Note that HashiCorp automatically updates your Consul clusters to fix common vulnerabilities and exposures (CVE). You cannot modify the cluster name, tier, or HashiCorp virtual network (HVN) after creating a cluster.
»Upgrade Consul Version and Tier
You can upgrade your HCP Consul cluster version up to the next higher major version using the HCP Terraform provider or the HCP interface. This topic describes how to use the HCP interface. Refer to the HCP Terraform provider documentation for instructions on upgrading with Terraform.
- If you have not already done so, log into the HashiCorp Cloud Platform and click Consul under the Services sidebar menu.
- Choose Edit cluster from the ellipses menu for the cluster you want to upgrade.
- Choose the new attributes and cick Apply changes.

HCP Consul offers the following capacities and tiers:

Downgrading capacity is not supported. Refer to the Consul pricing page for additional information.
